
Strategic Planning
Background
SPS (Strategic Planning System) is a decision support tool, developed to assist in the strategic planning of the decommissioning of nuclear facilities and the calculation of overall programme costs.

It is designed to accept and manipulate the large volume of data that accumulates from numerous sources during planning exercises. It is also flexible in which tasks it can be applied to, and in the outputs it can produce.
It integrates information from decommissioning, waste management and infrastructure estimates– storing it all in an easily accessible form, including tables, graphs and flow diagrams where required.
The solution
SPS can handle a decommissioning strategy covering all types of facility (e.g. stores, decommissioning facilities and process plants) on multiple sites, with up to four stages of decommissioning and three stages of care and maintenance per facility.
SPS allows users to check that decommissioning, waste and fuel management strategies are consistent – it highlights any inconsistencies, such as waste streams being sent to processing plant that does not have the capacity to handle them. If a problem is highlighted, the SPS can be used to track the cause and amend the strategy to resolve the problem.
The benefits
SPS meets the requirements of independent auditors – by providing an audit trail to clearly identify changes made to an existing strategy. When it comes to planning decommissioning programmes, it estimates the cost of dealing with liabilities – enabling short and long-term budgeting and ensuring that adequate budget is allocated to future stages of the programme. It also estimates the capacity or throughput of waste / fuels storage and reprocessing facilities – all of which helps to determine the need for new storage or facilities. As it is a strategy tool, it also ensures consistency between the different aspects of a clean-up programme.
The end result is that timescales, waste production, resources and costs involved in decommissioning are minimised as far as possible.
